Clay Sloan to run
for district judge



D. Clay Sloan, a practicing attorney in Walnut Ridge, has announced his candidacy for the position of district court judge of Lawrence County.

Sloan has lived most of his life in Walnut Ridge, having graduated from Walnut Ridge High School in 1977 as salutatorian. He graduated from Arkansas College, now Lyon College, magna cum laude in 1981 with a degree in political science. In his senior year he served as president of the student body.

He continued his studies at Arkansas State University, receiving both undergraduate and graduate degrees in business. While attending ASU he became a member of Beta Gamma Sigma, Gamma Beta Phi and Phi Kappa Phi academic honor societies. He sat for and passed the CPA exam and maintains an active license in the state as a Certified Public Accountant.

He worked several years in Little Rock as a bank examiner for the Arkansas State Bank Department and as an internal auditor for Worthen National Banking Corporation.

He enrolled in the University of Arkansas at Little Rock School of Law in 1991 and passed the state bar exam in 1994. During his last year of law school he worked as an assistant clerk to the Hon. Morris S. Arnold, a federal judge for U.S. Eighth Circuit Court of Appeals.

In 1994, he returned to Walnut Ridge and began practicing law with his father, the late James F. Sloan III, until his father's retirement a year later. Since then, he has maintained a law practice in Walnut Ridge for 17 years. During that time, he has acted as city attorney for both the cities of Walnut Ridge and Black Rock, has served as a deputy prosecuting attorney for the Third Judicial District and has sat as special judge on district court cases.

He is a lifelong member of the Walnut Ridge Presbyterian Church, where he serves as elder and is currently the church treasurer. Sloan is a member of the Lawrence County Chamber of Commerce and has served on its board. He was the chamber's chairman in 2007.

He currently serves as the secretary to the Lawrence Memorial Health Foundation, which is affiliated with Lawrence Memorial Hospital. He has been an active member of the Walnut Ridge Kiwanis Club for many years and has served as its president. He is a member of the Arkansas Bar Association, the American Bar Association, the Arkansas Society of CPAs and the American Institute of CPAs.

He is married to Penny Kay Sloan, formerly Penny Kay Webb, who teaches at Walnut Ridge Middle School, and has two stepchildren, Haley Brook Osburn and Zackary Alan Osburn, who attend Walnut Ridge School.
