Hoxie approves annexation of landAmber Adams
Hoxie City Council approved the annexation of land near County Road 701, or Owl City Road, during a special meeting last Thursday evening.
According to ordinance 2007-8, a petition was filed on June 11 by Red Wing Farms Partnership, Lloyd Cox Jr. and Jacqueline Cox, requesting the city of Hoxie to annex land currently located in Walnut Ridge.
The land consists of 18 acres located north of the right-of-way of Highway 63, subject to Owl City Road on the east side, and 28 acres subject to Owl City Road on the west side and Highway 67 on the east side.
The city of Hoxie committed to provide services to the real estate, in order for the property owners to develop it, including water, sewer and fire protection.
The council also passed a resolution approving consultant services for a traffic study at Highway 63 South and Southeast Second Street, also known as Sullen's Road.
The traffic study was requested by Wilson Schmidt and Red Wing Farms Limited Partnership, who are potential developers. They agreed to reimburse the city for any amounts expended related to the contract.
The ordinance states that the city of Walnut Ridge failed to commit to provide services in a timely manner.
"Hoxie has accepted it (the land)," said Wilson Schmidt, landowner, "and I assume that under the statute it will remain there."
Walnut Ridge City Council voted at their last meeting, held June 12, to extend city services to the land. Mayor Michelle Rogers said a letter was sent to the landowners' attorney, and she was later informed that the letter should have been sent to the landowners.
Schmidt added that he has received no communication from the city of Walnut Ridge.
On Monday, a July 3 special Walnut Ridge City Council meeting was called to discuss the issue.
